Simon Fraser University Library's access to the magazine "Municipal World" comes with our subscription to a database called Canadian Business and Current Affairs Complete (CBCA Complete). The holdings information is correct.  Full text access for Municipal World is only available from 2005 up to the end of 2009 in the database.  From 2010 to 2013, the database only provides citation information or table of contents.

If you need immediate access to this title, you can find current print copies at the Vancouver Public Library's Central Branch at 350 West Georgia Street. They appear to have an active/open print subscription to this magazine. http://vpl.bibliocommons.com/item/show/205626038_municipal_world The SFU Library has never held a subscription to this magazine.
Generally, proposals for new subscriptions usually come to the liaison librarian from the departmental library representative, because of the ongoing commitment of the library budget for that department.
I will inform the head librarian at the SFU Vancouver Belzberg library, as well as the liaison librarians responsible for Government Information and for Political Science, know that there has been a request for this title so they can take it under review for consideration. The Library's goal is to build and maintain a deep and stable collection of journals relevant to the teaching and research at SFU.

I'm afraid that a current online subscription is not an option that is available for libraries at this time.
